There are no images I can find of Alfred Tulk. He was a surgeon who also translated books from German to English. Tulk is relevant to Newport's story because he translated Lorenz Oken's 1843 edition of Lehrbuch der Naturphilosophie into English. It was published as Physiophilosophy by the Ray Society in 1847.
Alfred Tulk also translated Chalybäus's Historical Survey of Speculative Philosophy. This shows he had philosophical inclinations likely influenced by Charles Augustus Tulk, who I believe was his uncle

Alfred Tulk died in 1891 at Tunbridge Wells, Kent, England, age 71

Lorenz Oken (1779-1851)
Lorenz Oken was a German philosopher and scientist and started the scientific periodical Isis in 1816. He reinterpreted Schelling's Naturphilosophie in Lehrbuch der Naturphilosophie (1809). Oken influenced Richard Owen.
